The Prime Minister has approved a Policy Matrix for a period of 3 years under a support program in response to the climate change focusing on three pillars: Adaptation; reduction; and interdisciplinary policy on climate change and institutional framework.

The adaptation pillar will implement new policies such as building on the new laws concerning water resources; marine natural resources and environment in the conditions of climate change; and building and implementing Master plans for coastal integrated management in 14 provinces in the Central, 3 in the North (Quang Ninh, Hai Phong; Nam Dinh) and 3 others in the South of Vietnam (Ba Ria Vung Tau, Soc Trang, Kien Giang).
The pillar of reduction shall issue regulations on requirements and procedures for developing and approving plans concerning saving and efficient consumption of energy for each year and for 5 year- period for high-energy consuming enterprises; and study on detailed routes for saving and effective using energy in a certain industrial sector and electricity sector.
The pillar of interdisciplinary policy on climate change and institutional framework will create a national strategy on climate change that will be built as a basis for the Government to decide on needed actions in response to climate change; a law on prevention and reduction of natural disasters; and a national coordination mechanism for reducing risks from natural disasters and adaptation to climate change.
