Regulations of the Advisory Group (AG)
Organization of the AG
The Sida Environmental Fund are managed
by Sida with assistance of Vietnam Advisor group. AG working
according to democratic spirit, public when approving project of
target group.
The AG consists of a Chairperson,
Secretary cum accountant and interpreter, and maximum 6 AG
members. The AG
position need to equal among geographical regions Preferably
women and members are younger than 40-year old. The AG members
should have different knowledge and fields related to the
environment.
Assistance to the AG is provided
by a competent part-time Administrative Officer and a full time
Secretary cum Accountant, interpreter.
Responsibilities of the AG

To identify and specify priority environmental issues and
activities related to the purpose of the Fund

To stimulate local initiatives, invite applicants and market the
Fund.
·
To study and evaluate the applications, send the short list to
Sida with recommendations for decision.
·
To monitor projects and report to Sida.
Working procedure
General
meeting take place quarterly (not including ad hoc meetings).
The meetings are convened by the Chairperson. The Chairperson
can invite one or several AG members to participate in specific
meetings.
In
the time operation from 1/2006 to 6/2007, SEF will make
announcement 2 times in media press. The project application
will receive and select two times in AG meeting in 2006.
Between
meetings, each member of the AG studies applications and make
recommendations. After discussion with the Chairperson, each
member will report at the general meetings.
Proposed project list to be decided by Sida should be
submitted at least one month ahead of approval.
Each
member should be impartial, concerned themselves with the
general situation of the environment in Vietnam and the
relations between different fields and aspects related to the
environment and socio-economic development. The members should
contribute as much their own expertise but should not only
represent the interest of their own field, office or
organization.
The
utilization of the Fund by the recipients should be followed up
and monitored regularly.
Administrative procedures:
The AG will channel the funding to
implementing organizations (i.e. CBOs, NGOs, CSOs) based on the
list of approved projects and regulated time planning.
For
projects of under USD 5,000, funding will be allocated in two
installments of 70% and 30%.
For projects of above USD 5,000, funding will be allocated
in three installments of 40%, 50% and 10%.
The Administrative Officer and the Accountant will be directly
responsible for proceeding with this funding transfer as well as
resolving financial matters later with Sida.
Final
reports of each project should be submitted by the AG to the
Embassy not later than one month after the completion of the
project.
Sida will have the right to audit
the use of its funding when necessary.
