Promoting the implementation of Conclusion 81-KL/TW: Mobilizing community power in environmental protection and climate change response

(VACNE) – On the morning of May 6, 2025 in Hanoi, the Central Committee for Propaganda and Mass Mobilization held a seminar on "Determining the focus of the work of the Central Propaganda and Mass Mobilization sector to implement Conclusion No. 81-KL/TW dated June 4, 2024 of the Politburo". The event aims to promote the effective implementation of the Resolution of the 7th Central Committee of the XI Session on proactively responding to climate change, strengthening natural resource management and environmental protection.

The seminar was organized by Assoc. Prof. Dr. Huynh Thanh Dat, Member of the Party Central Committee, Deputy Head of the Central Committee for Propaganda and Mass Mobilization presided. Attending the program were more than 30 delegates who are scientists, experts and representatives of state management agencies in the field of natural resources, environment and propaganda. Representatives of the VACNE including the President of the Association, Assoc. Prof. Dr. Nguyen The Chinh – former Director of the Institute for Natural Resources and Environment Strategy and Policy, and Dr. Hoang Duong Tung – Chairman of the Vietnam Clean Air Network participated in the speech and wrote a paper at the seminar.

In his opening speech, the President of VACNE emphasized three focuses that need to be included in the orientation of the activities of the Propaganda and Civil Mobilization sector:

Firstly, it is necessary to be persistent and consistent in changing the behavior of the community, towards a nature-friendly lifestyle and behavior – the foundation for national sustainable development.

Secondly, it is necessary to be deeply aware of the fundamental role of natural resources in the process of socio-economic development, not only in the present but also in the long term.

Thirdly, it is proposed to research, develop and soon promulgate a strategy to mobilize community power to effectively respond to climate change, strengthen resource management and protect the environment.

Many delegates represented agencies such as the Department of Environment, the Institute for Agricultural and Environmental Strategy and Policy, the University of Natural Resources and Environment of Ho Chi Minh City, the Propaganda and People's Mobilization Department of the Hanoi City Party Committee... have made important comments. The content of the speeches focused on improving the effectiveness of propaganda, proposing appropriate mechanisms and policies, as well as promoting inter-sectoral coordination in environmental protection.
