The chairman of VACNE, representing the VACNE leadership, attended and attracted attention with three heartfelt opinions:

1. We welcome the approach of the National Assembly in drafting the Law amending and supplementing certain provisions of laws in the fields of agriculture and environment this time. The Environmental Protection Law was first passed by the National Assembly on December 25, 1993, and has undergone three amendments and supplements (in 2004, 2013, and 2020). Each amendment and supplement almost rewrote the law, consuming significant time and resources, while failing to promptly meet practical requirements and concerns.

2. VACNE agrees with the proposed adjustments and supplements to the Law on Environmental Protection and the Law on Biodiversity as presented in the submission by the Ministry of Agriculture and Environment. 

3. Finally, VACNE recommends that the National Assembly consider supplementing Articles 157, 158, and 159 of the 2020 Law on Environmental Protection with the content: "Quickly complete mechanisms and laws to mobilize the strength of the community in protecting nature and the environment in the era of the nation’s advancement." This proposal follows the recommendations that VACNE presented at the recent seminar of the Vietnam Union of Science and Technology Associations, aiming to contribute to perfecting the legal framework and promoting the participation of the entire society in environmental protection and sustainable national development.
