Oil spill response drill on the Saigon River

(VACNE) -On March 13, units of the Truong Tho port cluster (Ho Chi Minh City) coordinated with the Vietnam Environmental Incident Response Center (VACNE) to organize a drill to improve oil spill response skills in the port area on the Saigon River.

The hypothetical situation occurred at 2 PM at Pier No. 2, Phuoc Long Port - ICD3. When a cargo ship with a deadweight of about 3,000 DWT was moored waiting to unload, the bow rope suddenly snapped, causing the vessel to drift out of position and collide with the pier structure. The collision damaged the ship's side, punctured the fuel tank, and about 4 m³ of DO oil spilled into the water.
The on-site forces immediately gave an alarm signal, cut off the area's power supply, stopped activities near the scene, and evacuated unauthorized personnel. The response teams quickly cordoned off the area, deployed firefighting equipment, and warned watercraft to stay away from the incident site.
The port's oil spill response command mobilized response forces to protect the scene and dispatched medical teams to the site. Motorboats were used to alert and help control the river area.
After that, the specialized forces deployed containment booms to isolate the oil slick, used specialized equipment to collect the spilled oil, and handled the affected area's environmental treatment. Oil-contaminated waste was collected and transported to the port's hazardous waste storage for treatment according to regulations.
According to the organizers, the exercise aims to test the coordination capacity between units in the Truong Tho port cluster in the event of an environmental incident on the river, while also enhancing the command and management capabilities and situational handling skills of the on-site forces. The activity also helps units review and improve the oil spill response plan, contributing to risk reduction and environmental protection in the port area.
